Dean Hutton has been a leader in higher education since 2005 and is passionate about championing higher educational opportunities for all learners. As the Dean of the College of Law and Public Service she is immensely proud of the College’s exceptional academic programs, the caring and qualified faculty, and is laser focused on ensuring a student experience centered on engagement, belonging and success. Prior to joining National University in 2022, Dean Hutton served as the dean of the JFK School of Law at JFK University, and the dean of the College of Law and interim provost at Northcentral University.
Before entering the ranks of higher education, Dean Hutton practiced civil litigation in Oakland, California and currently serves as the Regional Vice President for NU Northern California.
Adia J. Garrett, PhD

Dr. Adia J. Garrett earned her PhD in Applied Developmental Psychology from the University of Maryland, Baltimore County. Since 2003, she has focused on inclusive excellence in education, teaching courses in educational and developmental psychology. Her experience spans higher education, including community colleges and doctoral mentoring, where she has contributed to award-winning course redesigns, led curriculum revisions, and played a key role in reaccreditation efforts. In 2022, Dr. Garrett joined National University’s College of Law and Public Service as Associate Dean of Students. Now, as Associate Dean of Academic Affairs for the School of Public Service, she focuses on program innovation, sustainability, and student success. Outside of work, she enjoys traveling, weightlifting, and practicing yoga.
Judith Mathers Maloney, J.D., is a higher education curriculum innovator and legal subject matter expert with a background in serving nontraditional and diverse learners. She is a collaborator committed to access and excellence with a strong sense of compassion and justice. At present, she serves as the Associate Dean of the JFK School of Law at National University and remains part of its faculty. Mathers Maloney’s experience in higher education ranges from acting as the Director of Curriculum for the College of Law and Public Service to instructing students 1:1, lecturing class-based cohorts, and teaching courses in graduate universities. She has published articles and book chapters on legal topics and presented at regional and national conferences. Prior to entering academia, as a licensed attorney, Mathers Maloney was general counsel for a labor union, an arbitrator, and maintained a select solo practice concentrating on civil litigation, transactional law, and conflict resolution.
Stephanie Johnson, MA, MBA

Stephanie holds a Master of Business Administration from National University, a Master of Arts in Psychology and a Post-Baccalaureate Certificate in Industrial-Organizational Psychology from Northcentral University, and a Bachelor’s in Sociology from the University of Colorado. She brings a wealth of expertise in leadership, project management, student support, and student engagement, with a robust understanding of the diverse needs of students. Stephanie is dedicated to fostering collaboration with students and faculty to ensure student success both academically and personally. She is committed to creating a welcoming and inclusive environment where every student is empowered to thrive.
Dr. Theresa Ennis serves National University, a premier graduate-level public institution accredited in the WASC region, as the Director of Assessment and Curriculum for the College of Law and Public Service. Ennis has an extensive research background in Planning, Evaluation and Assessment, Critical Thinking, and Problem-Solving, and has been involved in Service to the community and Civic Engagement with students on and off campus for over 25 years. Ennis is passionate about research in higher education and working with colleagues on assessments to improve teaching and learning so that all students, faculty, and staff are successful in their endeavors. Ennis also teaches in the research block for the program doctorates in the School of Public Service for Criminal Justice and Public Administration. Dr. Theresa Ennis is a Graduate of Tennessee Tech University (TTU), with a PhD in Exceptional Learning: Program Planning and Evaluation, an MA in Exercise Science, and a BS in Multidisciplinary Studies. Ennis served at Tennessee Tech for 20 years as the Director of University Assessment and Effectiveness and as an administrative teaching professor in the Department of Exercise Science, Fitness, and Wellness teaching research design as a student capstone experience. Mr. Ford joined John F. Kennedy University (JFKU) in 2017, serving as Director of Clinical Operations for JFKU’s Community Counseling Centers and Executive Director of the Office of Clinical Training for the College of Psychology. With the closure of JFKU at the end of 2020, Mr. Ford transitioned to National University, serving as Executive Director of the JFK School of Psychology until assuming the role of Associate Dean for the expanded JFK School of Psychology and Social Sciences in 2022. As a clinical supervisor for over a decade, Mr. Ford is dedicated to training and developing new therapists to meet the demands of the continuously changing mental health profession, especially for historically underserved populations.
The mission for Mr. Ford and his team is to champion student success through practical application of NU’s Whole Person Philosophy throughout school operations. As a leader, Mr. Ford is a passionate advocate for Diversity, Equity and Inclusion (DEI), and he served as an inaugural member of NU’s Social Justice, Diversity, Equity and Inclusion (S-JEDI) committee.
